Nothing happens when I turn the key over besides radio and clock fading all the way out while the cluster stays lit up. It will fire right up when i pull out the starter relay and jump it from there. I recently had it sitting with the battery disconnected for like 4 months and when I put it back together I had to jump the battery to get it to start. Now that doesn't even work. Wont start in neutral either. I did notice was the ground on my transmission is gone. All my fuses are good.

I have replaced the starter contacts and plunger, battery, ignition switch, starter relay, the black relay under the steering

    Any ideas?

You aren't supposed to be able start it in neutral...right? Pretty sure I can't. Has to be in Park.

So if you pull the NEW starter relay, you can still jump it from there?

From my understanding if it was to start when put in neutral it would be the neutral safety switch that has gone bad.

Yup, i can jump it at the starter relay and it fires right up no problem

Then it sounds like the relay isn't getting 12v when you turn the key.

So somewhere between the ignition switch and the relay?

And you said no security system\alarm?

ugg, that's what i was thinking. Was just hoping someone might suggest different. Electrical is not my strong suit at all.

    There is no alarm/security

Looking at the 2002 wiring diagram, the relay from the engine bay junction box has a B-W wire (black/white stripe) that is the 12v signal.

That is tied to the ECM and to the ignition switch via an under dash 7.5A fuse (marked STA) and the Parking\neutral switch.

    Check that fuse.

I would also recommend looking for the Factory Service Manual. It makes a world of difference understanding these circuits.

Where is the Igniter block (10 pins) or ICM located on a 99?
(looks like the ECM is located in back of the glove box)
I can turn the key to the "on" position with my scan gauge hooked up.
It says there are no active or pending codes.
