2004 white 4 runner

Hey yall, I’m very new to this so bear with me. I just got a 2004 4Runner this past week and the Vsc keeps kicking in at random times and making my speed cap out. I can’t turn it off when I’m in 2 wheel drive but I can when I’m in 4 wheel drive. Has anyone else had this issue? Thanks in advance for the help!
