I own a 2010 4runner limited. So recently the tailgate will not open, rear window will not roll down and rear wiper will not operate. Is this a circuit issue? Appreciate any guidance.

Doubt it's a circuit issue, per se. Those items aren't fused on the same circuit. More likely is that the wiring bundle going to the rear ECU has become detached or severed somehow, or the rear ECU has died. You'd have to get the hatch open (somehow) and then check the wiring at the door frame and also internally and at the door ECU by removing the interior hatch door panel.

Great feedback. Well probably not a coincidence that I have a new bumper replaced as a result of an accident. Repair shop may have disconnected the wiring.

Yous should have led with that statement, LOL. That is 100% the problem, and now you need to go back and make it their problem.
