Tail lights not working

    1996 4 Runner
    Rear tail lights and dash light out. Replaced bulbs, and blown fuse under hood. Still nothing. Someone mentioned a tail light relay on an earlier post. Does the 96 have one and where is it? Behind interior fuse panel?

    Check trailer hitch plug may be shorting out? I keep mine inside the truck. Does it go gear?
    I shorted my trailor hitch/brake light fuse when I installed a new hitch plug. Woukd not go into gear.
