Surface rust on CBI bumper

Hey everyone, I’ll do a proper intro post soon. Picked up my first Toyota, 02 4Runner. It had cbi bumpers already installed on it but I noticed some surface rust etc on it. According to the previous owner they sprayed it with some kind of bed liner.

I was thinking of stripping and doing them over or can you just clean up the rust spots, prime and then spray. Anyone have any experience here? Attaching a few pics.

I was thinking grinder with wire wheel or something. Not really sure.

 

I wouldn't go through that over something so minor. Just remove the rust and dab on some primer/paint with a q tip.

 

Steel it spray paint is expensive but a lot better than anything else. I’d just spray over it, honestly.

 

A powder coating shop can sand blast it and recoat it for you.
