Totally get not wanting to deal with headaches in MA but I haven’t been running a front plate for years on multiple cars here in MA and only ever got a ticket once from a meter maid.

After getting that one dismissed, I attached hooks on my front license plate and just hook it to the grill if I park in a metered spot on the street or when getting an inspection.

Otherwise, I feel like cops don’t notice or care. Even got pulled over doing like 100 in my other car and the statie didn’t even notice the lack of front plate. Even gave me just a written warning for the speed lol.

yeah that is how I have been rolling but got worried I will get pulled over. I am going to start looking at other 4runners/vehicles to see if they have the new style plates and always have them on front and back.

Also in MA. Haven't run a front plate in over 10yrs. Ziptie it next to the radar for inspection and then I cut it off. If you don't drive like a dumbshit they don't bother you. IANAL. YMMV. All the cops just assume I'm a cop since I wave. The one time in 10yrs I've been pulled over, they didn't even mention it and gave me a verbal warning for speed only (32 in a 30).

Another thing to look into if you want to avoid drilling holes in the front bumper is 3M foam taping the OEM bracket to the front bumper. Since this is my daily driver and I don't want to deal with constant headaches, I told myself if I ever got pulled over more than once for missing the front plate, this is how I would look into installing it.

Not sure how well the OEM bracket would hold like that (have to take a look at it) but I had my license plate stuck on to my old GTI like that in the back for a while after asking them to drill zero holes and taking delivery of it without even the back holes drilled (wanted to do it myself so it's perfect lol). That 3M mounting stuff is really strong if the surface isn't coated and doesn't damage the paint if you know how to remove it. I use it to hang even thick wooden signs outside and not one has failed.

It was a speed trap requested by neighbors on a busy cut-thru street where it goes from a 35 ->30->25 and people go 50. They pulled every single car over that was over 30mph.
