Seatbelt Stuck with Slack: Rear Middle Seat

2014 Toyota 4Runner Limited - 2WD

The seatbelt of the rear middle seat is jammed/locked. There is quite a bit of slack so it's not an issue with the reverse lock. Any suggestions on how to fix it? How to access it?
