If the axle seals look good do they always get replaced on a regear? Does the skill of the shop have any bearing on the need for new vs re using the seals?

^You're pulling out the axle shaft just a few inches to free it from the diff, so normally the axle seals don't get damaged.

If you have a good amount of miles, replacing the axle seals "while you're there" is a good preventative action - leaking seal tends to ruin the rear wheel bearing, and that's a bigger job.

Front CV seals can be replaced on-condition. Leaking seal there doesn't cause collateral damage.
