Is this the dreaded axle seal issue?

Just took this 98 limited for a test drive and looked under the rear. As you can see it doesn't look wet per se, but it seems there is dried oil on the drums. These pictures were taken post test drive, went for about 10 miles. Also I noticed there is oil on the rear diff locker? Not sure if thats what I'm looking at. Thanks!

Answered my own question. Turns out this 4runner had the axle seal issue and it was fixed 4 months ago, the junk on the drums is from when it happened and the mechanic never cleaned it off. Bought it, and now I've joined the club!

 

This happens because people take these cars in water higher than the vents in the rear differential. If you plan to off road, remember to extend those vents higher.

 

Also, make sure your vent turns freely or you will be replacing seals again!
