Gas pump stops every 2 seconds when pumping gas

2002 SR5. I have a P0441 incorrect purge flow code, and when I try to pump gas it shuts off quickly until the gas can flow into the tank. Research has led me to believe it is the purge valve on the charcoal canister, the canister itself, a bad fill neck, or the overflow valve on the gas tank. Is there anything else I should prioritize to solve this problem?

 

Did this just start happening? I my 2002, it's always been really picky and sometimes I have to hold the nozzle up and a little bit out of the fuel neck or it shuts off every 2 seconds...or hold the handle so the pump pumps half as quickly. It's been that way from the factory. Some gas station pumps pump fine though.

Honestly I had the P0440 code (not your P0441) and since I'd need to drop the tank, I said to heck with it and just loaded up the parts cannon and redid the whole evap system minus the valve in the engine bay. I didn't want to drop the tank more than once. I know it's a bit of cash, but I did it myself and figure it was worth it in order to keep the car another 10 years.
