What issues are people finding on brand new 5th gen 4runners??

Just got mine yeaterday and find a massive hole in the tar like sealer in wheel well at the rear.
Perfect trap for salt, water and so on.

also see two nolts sticcking through (1 ea side). From rear seat mounting.

    tire pressure was 54psi. WTH
not off to a good start

I am not sure about the other issues but the tire pressure set at 54 psi is how they ship the vehicles. This prevents the tires from getting flat spots after waiting on the boat and in port for so long. It sounds like the dealership failed to do a PDI (Pre-Delivery Inspection) on that vehicle. I would return and tell them and show them what you found.

The two (seatbelt mount) bolts sticking through the tar sealant is just how they come now. Seems kind of not right, but it is what it is. I put extra wool wax over those bolts to preserve the threads.

Could you post a picture where you found the big hole of missing sealant?

The coating looks like it was trimmed around the bolts

The dealer should make it right. I would just make sure you talk with a service manager about it and be sure to document it. Something for sure damaged that wheel liner in transit.

The bolts have that flap around them because the wheel wells were tarred before they ran the bolts through. When this came up before, some earlier models were clearly tarred after that seatbelt bolt was put in. Something changes in their manufacturing order at some point in time.

the other gaps in coverage kinda suck. I dont think I saw those on mine. That said, I dont know I would trust a dealer to not screw it up.

If it were me, id clean it super good, dry out those areas completely (so you dont trap moisture in there), then hit it with rustoleum paint. After the paint dries, then maybe you could work some roofing tar or similar substance in there.

Or you could keep an eye on it and keep it covered with wool wax.

just be careful not to seal in moisture
