4runner Cold Start Issue

    Hello my 3rd gen brethren,

    I am chasing a somewhat small issue on my 98’ 4runner. At cold start, the truck will crank over fine, catch, then will hover at maybe 600-900 rpm for about a second, then continue its climb up to normal cold start rpm range. I have just done the following: Timing belt, coils, plugs, wires, fuel filter, cleaned MAF, cleaned IAC, TPS changed, CRPS changed, CPS changed. Now this issue has been going on before I completed these installations. No codes, no performance issues, just at start. Battery tested fine, alternator is fine. I have sprayed just about every vaccum line and connection for leaks with no problem. I am just looking for ideas on what to look at next. One this that DID make a difference was that I pulled the EFI fuse, refused it, and it started perfectly. But now it is back to its old ways. Any info is appreciated.
