No it wont. The 1999 and later 4runners had an additional crash bar that the slim bumper wont fit over. In order to make it fit you have to cut away a bit of that front crash bar. You wont have to remove it completely, so you'll still be better off than a pre-99, but it wont be as easy as simply bolting on pre-99 bumper. showing someone who did exactly what you want to do.

Also depending on the options your 4runner might have fog lights which the pre-99 (for the most part) don't. This could be an opportunity to choose whatever fog lamps (or auxiliary lights) you want and have all the wiring done for you, but you'll have to find a place to mount them. Look up 1998 OEM fog lights and you'll get an idea of what options you have. Or you can simply cut the wires at the end and cap the ends if you don't want to go through that.

Now the slim bumpers do already have downward facing holes in the metal that are unused and suitable for bolting fog lights on. But these holes have the plastic valance in the way, so you'll have to do a little cutting to have a place for the lights to reside.

Honestly though, since yours is a base model, only the crash bar is a concern. It likely isn't optioned with any additional lights.

No, they're different as mention. They have different mounting point
