2010 4Runner

2010 4 runner with factory fogs. Wondering if anyone can help. Both foglights are out and the dashboard no longer has fog light icon illuminating. i checked fuses, thats not it. i replaced 1 bulb and it didnt work. could it be relay? I cant figure out which relay it is and google doesnt help! also, if 2 bulbs were burned out, would that be the issue? help!
