With the heater on, cool air blows down on the passengers legs if the fan is in the first two positions. When you go to the higher settings the warmer air comes through. Drivers side appears normal. how can I tell if this is an issue with the actuator or the actual door itself. Not sure how I'd get the motor out with the heat duct right there.

Symptom of low coolant. This vehicle is sensitive to low coolant, and HVAC performance changes significantly if coolant level is not correct.

Add coolant over several days until you are 100% certain it is full. Then confirm HVAC function, and start looking for the coolant leak. Start by looking into the front right (passenger) side cylinder bore through the spark plug hole.
