2004 V8 Battery issue/question

    Hi all. Recently purchased my 04 Limited V8 4Runner, and immediately took it in to get the timing belt and water pump replaced. 166k and neither had been done, water pump was leaking a bit too. After getting those services, my tech recommended other things, including replacing an ENTIRE wiring harness for nearly $1600, simply because this ground wire was cut. The previous owners ran ditch lights for a while, and I am assuming they tapped the ground into this section and accidentally cut too much. Is replacing the whole thing necessary? Or could I simply just solder on a fresh wire? The tech said it "wasn't an issue currently, but with aftermarket electrical things it could be"
