2001 4Runner Limited

So I just got this 4runner and it is stuck in 4wd lights blinking and vsc light also on . Ihave replaced the front ADD actuator and the transfer case actuator also the 4wd indicator switch the 4wd switch on the shifter and the vsc switch will not do anything. The ABS light is on but the code says thats a wheel speed sensor so i have one coming does anyone have any ideas why it wont come out of 4wd??
