So I currently have 265/70/r17 tires and a 3" suspension lift.

Will I be okay to put 265/70/r16?
    I do not off road

Would it be better for example to go 265/75/r16 to make up for the inch in rim size? Or 265/80/r16?

You'd have to make sure the 16" rim would clear your brake calipers. Hopefully someone will be along shortly to clarify that.

And that's why I figured I'd ask here...the shop said 16" is the right size and most sites configure to 16" when I select the 2000 4runner limited, I'm just curious since mine came on 17"

265/75/16 will be about the same diameter as your current wheel/ tire setup.
265/80/16 would be one inch taller. Also, I am not aware of a manufacturer making/ selling this size.

Edit: 265/70/16 would be one inch shorter than your current setup... No bueno.

I'd recommend the 265/75/16 assuming the wheels clear your brake calipers.
