Is it possible to have the front bumper builder provide the coating?
Your Color need is important as powder coatings usually are just basic colors.
Have you considered other auto paint coatings? Future touch up for other paint coatings might be more available.

The builder ships bare metal. I assume because there's probably scuffs and chips that occur during shipping and people complained. I didn't consider other paint coatings. I figured powder coating would be the most durable option. Any suggestions?

Like most coatings, surface prep is very important. If the builder is shipping raw its up to you or the paint company to inspect and smooth edges & weld zones. Discuss in detail first.
Also spraying does not penetrate into corners, sharp edges or weld zones making these areas thin and prone to rust first.
