Tailgate rust has been a bane of 4Runners since the inception of 4Runners 40+ years ago. Toyota hasn't done anything.

You can remove the tailgate garnish yourself and lay down a strip of paint protection film where the garnish touches the paint. Do this while your vehicle is still relatively new and rust-free, or the fasteners won't cooperate.
