Leveling kit

I had a large rock flip out of a truck on to my hood and caused a half dime chip down to the metal. The metal is starting to surface rust and I wanted to seal it after cleaning that rust off. Any recommendations?

Prepping and repainting the entire hood is the only correct way.
Everything else is a paste job.
