3rd Gen 4Runner Suspension Upgrade

My shocks are blown on my '97 SR5 and everything is currently stock. I have been looking for progressive rate rear coils but I don't want much lift or any more than 0-1.5" lift. I found the icon 1" progressive rate rear coil and was going to do OME in the front with Bilstein 5100 but I've heard that the 1" icon actually gives about a 3"lift and I don't want to go that high. Frustrated, I am thinking about doing Bilstein 5100 all around and keeping stock height. I need to do this ASAP as they are BAD. I daily with it in the winter, and use it for camping, light off-roading, and towing a pwc and 2-place snowmobile trailer. I also got a dirt bike and will be putting it on a hitch rack. I put NWOR progressive rate rear coils on my old 2nd gen back in the day and loved the way it towed and handled on/off-road is why I was wanting to go progressive again. I'd also like to upgrade the front bumper (arb or similar) but won't be putting a winch or anything on it. Looking for advice.
