What’s been done to the 4Runner? Any recent brake work? Or, have the brakes been serviced yet? How many miles?

I’d start small and check the fluid and bleed the brakes to see if there is air in the system. If that checks out and you’re still having the problem I’d check the pads. From there I’d take it to the dealer’s service department or to your trusted mechanic to diagnose the problem.

not a problem on these 5th gen 4runners.. pedal drop is usually a leak.. also since it is 5th gen I doubt the master is bad. since your pedal does drop lower than normal you did check that the brake fluid, it is at the full mark ..

if it is low after you last checked the fluid , then a leak.. if the fluid is normal level correct and no fluid added that could be the master .. new vehicles can have these problems if you have your vehicle serviced , as the brake fluid does get contaminated if they add the damaged fluid .. contaminated fluid does occur and the lube jocky floor sweeper can kill it..
