is there a scan tool (not subscription based like Carista) that can be used for maintenance like transmission temps.. etc. that can also make changes to the hidden feature settings (like rear wipper interval, seat belt chime.. etc.)?

Depending on your year, you can access some from the headunit (entune 3.0 I think) but anything else like a my 19 needs an OBD dongle. I used Carista to turn off the auto unlock when you shift into park. You can just buy it and change what you want during the app trial period.

I also have an iDatalink that allows me to change settings through my aftermarket headunit.

I have an Autel MaxiDAS DS808 scanner that does all of the above and then some. I wouldn't call it a cheap scanner price wise but a good midpoint in terms of function and price. The software is subscription based but it's mostly for new models and model years. Isn't needed every year to keep it working. It comes with free updates for the first year after purchase. Bought mine 2+ years ago finally just bit the bullet and renewed the subscription on Black Friday for USD $100 off.
