Gas smell is often from the Evap system having leaks in it. Usually you will have a code in the OBD system. Post any codes if you have them. Is your Check Engine Light on?

Gas gauge is more than likely a bad sending unit in the gas tank.

Both of these fixes usually involve dropping the gas tank. It's not an overly hard job but it can be frustrating getting everything disconnected if you don't have good tools. You would probably want to replace all hoses and seals in the gas tank, including the sending unit. The next potential culprit for the evap leak would be the charcoal canister and all its attached hoses.

You can get a smoke test and the shop should be able to pinpoint the exact leak location. Usually it's in the plastic valve in the top of the tank. The seal gets hard and crack. Sometimes the valve breaks.

You have an EVAP leak. A smoke test would identify the leak. Probably the charcoal canister, fuel pump, or o rings/gaskets on top of the fuel tank. At that age, it could be anything on the EVAP line.

The canister is under the hood for 96-00 and above the spare tire for 01,02.
