99 Model 4 Runner parking brake

    Hello.
    This is my first post.
    I just bought a 99 model 4 Runner Limited 2WD, and I'm looking forward to being a regular on this site.

    My first question is about the parking brake.
    The brake handle won't budge, and seems like it is frozen in place.
    Am I looking at a bad cable, or could there possibly be something else wrong?

    First time poster, long time wrench turner.
    I intend to learn everything there is to know about this truck.
    My son has owned a 99 model for about 10 years, and it will shortly turn over 500K miles.
    I hope that this truck will outlast me.
