Fuel Gauge Stuck on Empty (2003 V8 SR5)

    I've gone through all the other threads with fuel gauge issues, but none seem the same. I found the following troubleshooting manual and followed the steps.

    I found that I have continuity on the wires from the cluster back to the F14 connector (harness that connects to the sending unit), but there is no voltage when I connect pin 2 (on the wiring harness) to ground with the key on. I should be getting 10-14v according to the manual. This test rules out the sending unit as being the problem (although I did have someone test the unit as well).

    I took the cluster into a place that fixes these things, but I still can't get the gauge to move. Simply connecting pins 2 & 3 on the wiring harness with the key on should make the gauge move to full, but instead it just shows 15K ohms resistance (resistance seems to be coming from the cluster). The place I took it to happened to have a similar cluster and when they tested resistance on their cluster (pins 3 & 11 on connector C10 of the cluster), it read 15K as well, which surprised me, so now I have no idea where the issue is.

    I also noticed that a few cluster lights are not working and on the LCD display when I change modes, the Range mode does not come up (it is just blank). I tried checking all the fuses and making sure the ground wire has a good ground. If anyone has any ideas on what to check next, I would be very grateful.
