What is this dangling wire/connector near turn signal hookup?

    See image below. I am changing my front turn signal light bulbs, and see this wire/connector just dangling nearby on each side of the car. What is this for? Should I be concerned? Anything to do with it? Thanks!

    Fog lights? I think for the third gens, all have the pigtail whether the car got them or not.
