Lots with more in the works
So many possibilities out there for this.

Personally, I run a mixed combo of parts for my suspension. ADS (https://adsshocks.com/product/2003-and-up-toyota-4-runner/) shocks, front and rear. MetalTech4x4 upper and lower links in the rear with their long travel heavy duty rear springs. SPC front adjustable upper control arm and SuperPro offset lower control arms.

If you want to start off with a complete (ish) kit that will allow you to upgrade parts as you need to, I'd suggest something like a full Icon kit - https://metaltech4x4.com/icon-2003-2009-toyota-4runner-0-3-5-suspension-system-stage-3-tubular-ucas/

As to what is the "best", that's really going to be a subjective opinion from person to person. My suspension was pieced together a little at a time and came out great. I love how it rides on the street and off road. It handles rock crawling like a champ, with tons of travel. It can handle fast desert running too but that's not really my thing, so doesn't happen but rarely. But something like the Icon kit will do all the same things. Maybe not as well, maybe better. It gives you almost everything you need to start building the suspension that will work best for you and what you like doing.
