Brighter bulbs without going to LED?

Any recommendations for brighter bulb replacement for the 2017 4runner TRD Pro without going to LED? Also do you need a kit for LED replacement?

Unfortunately there isn't a better halogen option for the 4Runner. Yeah you can run Nightbreakers or other aftermarket headlight bulbs that claim 110% more light or whatever but the difference in person is negligible. You can also run 100w bulbs but there is the risk there for heat issues with the headlights and wiring.

I recommend running HID's in your low beams as they will yield a much higher amount of light than any halogen option. The projectors in the 4Runner also work great with HID's having an excellent cutoff. For the fogs I would stay away from any HID or LED drop in bulb. They'll make your fogs pretty much useless and blind other drivers. Your best bet on the fogs is to get aftermarket housings designed for LED. I have Morimoto XB T fogs and they are far more useful than the stock fogs. I replaced all my corner lights with VLED's 194's. They're super bright and have excellent service life. I've been running them for three years on different vehicles without issue. Finally with the high beams you're kind of stuck too. You can run HID's there but you'll have to modify some stuff to disable the day time running light as HID's don't work as low voltage day time running lights, they'll just flicker. HID's in the high beams is kind of useless however because of the warm up period. When you need high beams you need them now, not in five seconds so there's that issue too. I wouldn't run LED's in the high beams either because the throw compared to halogen just isn't there.
