My 2003 Runner is a Sport model. It’s full-time 4WD. When I put it in “low” mode, nothing happens. Nothing. There’s no light on the dash, no clunk…nothing. Thoughts? I’ve also tried to put it in low range and activate the center diff lock. When I do that, the center diff light blinks but that’s it. I’m at a loss. You all think it could be an actuator issue?

There is a lot of good stuff on this that you can read online. Good sign maybe (?) that you don't have a blinking 4lo light or a relay click because this indicates it just might be a simple electrical problem downstream of the actuator. You got to get in the electrical box behind the glove box. Another thing, the 4lo is independent of the center locker, but a broken 4lo can prevent the center locker from engaging. Did you try to engage the center locker without engaging the 4lo?
