Speed Goes Up And Down

    1999 Toyota 4runner
    When I drive it feels like the cruise control is engaging and disengaging (even when I don't use cruise control at all).
    I did some Googling and was thinking that maybe the throttle body plate is sticking but I'm not sure.

    Any suggestions?

    (It's 1999 4runner with 200k miles on it.)
