front shimmy when at highway speeds going over road imperfections

    Bought a 2016 4Runner limited a year ago with approximately 110,000 miles. Currently has 115,500 miles.
    Very clean, new tires, well kept, rode really well with the exception of some rattling and grinding. Those were corrected prior to delivery; skid plate bolts loose, new front brakes installed to include pads and rotors.
    Still dealing with the TRD Pro Shock Absorber system that is stiff early in morning when cold (I am in NW Missouri). Once the fluid warms up, not too bad. Still not a fan of that type of shock absorber system on a Limited level 4Runner.
    My current issue is, lately have developed an issue with steering wheel shimmy when driving across road separations and/or repairs in roadway.
    Dealer has replaced the steering rack, under a maintenance plan I purchased. That did not correct the issue. The issue has the Ford dealership (where I bought it) and Toyota stumped. They have requested assistance from a Toyota Engineer, but in the meanwhile no resolve.
    My thought is the shock absorber system. But I am being told, if they never leaked or been messed with, that is not the issue. Any thoughts?

    So, it's a Limited with TRD PRO Fox shocks installed?

    Any idea how many miles are on the shocks?

    I had an old Supra that would get sketchy on bigger bumps in the road. I replaced the struts and it was like a new car.

    Not sure if they are the TRD pro shocks or not (attached is the service bulletin).
    As I mentioned in my post, I'm leaning towards the shocks.
