    No, a national monument is one step lower. Monuments can be managed by any of several Federal agencies (Parks Service, Forest Service, I think, BLM, BOR or US Fish and Wildlife.) Parks are administered by Parks Service. It's a common error: Mt Rushmore is a National Memorial (not a Park but managed by Park Service), Chaco Canyon is a National HISTORICAL Park (but managed by Park Service), Navajo National Monument is a National Monument (managed by Park Service), and Carrizo Plains National Monument (Managed by Bureau of Land management). I think even DOD has one or two. Trust me, I did biological consultations for many of them for 20 years while I worked for Fish and Wildlife.

    Why do they make these designations so confusing?

    Same with fishing zones. I'm a former marine biologist and couldn't even keep up with all the regulations for each fishing zone. How do they expect the general population to know such things?

    BearBio, yes. Mormon Row is directly across from the entrance to GTNP. It is world famous for photographers. When I took this picture years ago, there had to be at least a hundred other photographers taking the same picture. It was lightly raining that morning.     Been there done that! Stayed at Motel 6 in Jackson=listened to the elk bugle from the parking lot! Yellowstone is a favorite=go every 3 years or so=late fall just before they close=no crowds, elk bugling, geese migrating and crisp weather with autumn leaves! Usually come from the west side and out the east. Second favorite park, after Denali!

    We live in the eastern Cascades foothills. Lots of views like that if you catch the seasons right and look for them! Going down south along the east side of the Cascades and Sierras to SoCal in a while. Last year caught a blizzard out of Carson City and came back over the Rockies. Rocky Mtn Nat's Park pass was closed already.

    Been back east for training with Dept. of Interior=couldn't stand living in such a flat area!

    Got a 4x4 mulie but no antelope (couldn't get a landowner tag!). Got a 6x6 bull the year before! Ate on the mulie, the elk, a wild pig, albacore and birds all through grad school!

    Warm=yeah. There weren't enough outfitter tents so we (2 couples=my wife had signed on as camp cook=that re-paid for my trip!) chased out 1/2 dozen barn owls, sealed up the rat holes and moved into a deserted farmhouse at camp. With just 2-3 Coleman lanterns and down bags, it was really toasty!

    Drove from Yellowstone today to Mt Rushmore, SD. About an 8hr drive with a few stops. Wyoming has so much too offer though, a beautiful state. I think we will come back.
