Low Voltage

    Hi guys and gals, new to the forum and also new to the 4runner family. I am trying to diagnose my fuel issue and know that if I jump from B+ to FP then I should get 12 volts of power at the pump but I AM NOT. I check my B+ terminal in the diagnoses port and get a very low voltage (2 volts) Now if I jump strait from my + terminal on battery to the FP terminal in the diagnoses port I then will get 12 volts of power at the pump. Any Ideas why I have low voltage at the diagnoses port??? Thanks for yalls input.
