The fuel filter is part of the fuel pump and the fuel pump is inside the fuel tank, you would have to remove the fuel tank then remove the fuel pump from inside the fuel tank then replace the filter then reinstall the fuel pump then reinstall the fuel tank.

That being said, if you are not a mechanic, it is best to have a mechanic do this job, this is not usually a "Do It Yourself" job for the average T4R owner.

I really don't know the part number, I suggest you contact Toyota services again and ask for the part number.

Is there a reason this is being replaced on a 2020 model?

From what I'm seeing on several sites is that there are actually 2 filters inside the tank and both are part of the fuel pump assembly, the one you have posted on eBay is one part that has a filter inside it but the one you posted is not an OEM part it is an aftermarket part, here's a link to one on eBay that is an OEM part made by Toyota and it's is cheaper even with the shipping than the aftermarket part you posted.

    https://www.ebay.com/itm/374212851929?var=0

The other filter is on the bottom of the pump itself, as seen on the link that was posted by @xyzzy , and I can't find just that filer without buyng the fuel pump, here's a eBay link for the pump which the filter can be seen on the bottom, the price is better than the one xyzzy posted and has free shipping.

    https://www.ebay.com/itm/204060897419?epid=659227560

Both of those parts total to about $375, so if it were me I would just buy the complete fuel pump assembly, which is about $350 + shipping, here's a link to one on eBay for the best price I could find, $406.95 with free shipping.

    https://www.ebay.com/itm/363866239113?fits=Make%3AToyota

Here's a link to the complete fuel pump assembly from a Toyota dealer that usually has the best prices I usually can find for my T4R parts, but you have to pay for shipping, which may or may not be less than the one on eBay.

    https://toyotaparts.mcgeorgetoyota.com/oem-parts/toyota-fuel-pump-assembly-7702035151?c=Zz1mdWVsLXN5c3RlbSZzPWZ1ZWwtc3lzdGVtLWNvbXBvbmVudHMmbD0yMCZuPUFzc2VtYmxpZXMgUGFnZSZhPXRveW90YSZvPTRydW5uZXImeT0yMDIwJnQ9c3I1LXByZW1pdW0mZT00LTBsLXY2LWdhcw%3D%3D

Now that I have posted all of that, you CAN buy a complete aftermarket fuel pump assembly for less than half of the prices above....BUT they more than likely will not last very long and I would avoid them unless it was all I could afford!!
