Hate to be the one to first post on this - saw a few days back and didn't want to post:/ That's pretty bad spot but common spot for rust. The only way to ensure it's done correctly is to remove the windshield as there are ALOT of bends and places to crack there, I had issue in the past and chose to cut out and weld new piece in then use filler to smooth only, a crap bodyshop will just sand and fill, which it could be good engouh that's all is needed but until the window is removed and the rust is accessed you can't tell.

Took it to Toyota because it should be covered by warranteed, however immediately the warranteed manager tried to weasel his way out of the fix saying that I had a windshield replacement that created the corrosive environment for the decay. I brought the contract to my lawyer whom the manager had a nice conversation with and changed his mind about not doing the work pretty quickly. I should have my Runner in the shop shortly to get the work she deserves soon.
