Leaking of fuel filter ??

    Hi there, I have noticed a decrease in engine power on mine 4runner 1997 3.4 limited ..last week (( ,, I changed spark, wires, plugs, transmission oil, ,, now I'm dealing with ideas to change o2 and a/f sensors ,, but yestrday when I was checking fuel filter I saw " damp stain " in the background of fuel filter ( pics below) so I started to thinking ( if it could means something wrong ) - it's kind of weird, because I checked receipts and that filter was changed 2yrs ago.. have someone experience with something like that please???
