I just bought a 2021 TRD Pro and there was no cargo mat in the trunk to match the ones in driver and passenger seats. Does anyone know if the trunk was supposed to come with rubber mat/cover?

Looks like it’s a 100 dollar add on.

The cargo mat is separate from the all weather liners. The all weather liners are much better quality. The rear cargo liner is more plastic like and slides and moves easily. Not to mention things on top of it slide also. I got one off of Amazon. Believe it was a Tough Pro. Has honeycomb type pattern. It is much better. I returned my original Toyota mat. Just make sure you order the correct one for your set up. Cargo tray, no cargo tray, third row etc.

It doesn't come as a standard feature on 2021 Pros.

That said, I bought a rear cargo liner for my Pro directly from a Toyota dealership, and it isn't rubberized at all. It's just a thin, plastic tray that slid all over the place until I held it down with 2-sided velcro.

The cargo mat is an extra add-on unless you're able to negotiate for it to be "thrown in" at time of vehicle purchase.
I am using a rubber cargo mat I ordered a while back from costco. It's one of those that you trim-to-fit for the cargo area. It works.
A lot of people go for the Husky cargo mat, but it is a bit more $ for it.

My 2018 SR5 came with the cargo mat, along with the all weather floor mats.

If I remember correctly, all the 4Runners on the lot were that way.

IMHO, carpet mats in a SUV are ridiculous.

The Toyota OEM plastic cargo tray is junk! Buy a rubber one from an aftermarket source
The factory OEM all weather floor mats however are quite nice.
Why the cargo mat is such crap is beyond my level of understanding
    Why? toyota why?
