It seems to be accepted that every 5G 4Runner has a bit of a steering wobble around 60 mph, but has there ever been a definitive "why" found? Mine didn't start until around 30K miles and since then I've replaced brake rotors, tires, wheels, rotated all to include the spare, had them balanced more times than I can remember, done alignments and had suspension changes. At this point I've accepted it as a quirk, but I'm honestly curious at this point. Has a culprit ever been identified that causes this?

It's frustrating I know, because I went through it several times. I just had new KO2's put on at an independent tire shop that specializes in really large tires (Ag tractors, semi's) and 2 came out with zero weights, 1 had .75 oz tape weights and the other a single .25 oz rim weight on the inside bead. Dead smooth for the first time since I have owned this 4Runner. This is also the third set of tires on these same wheels, and there was lots of vibes with the other two set, so it leads me to conclude that it is all about tire installation care and skill.

Yep. I believe it all comes down to a tech taking their time and knowing what they are doing. I have also found it is helpful if your trunk comes in to the shop, this is assuming you are getting a re-balance, with warm tires.

It comes and goes on my 2016. It's not the tires or brakes, it's a weird inherent thing with the vehicle.
I'll allow it. It will start every day until the sun runs out of energy.

I had this issue with my 2013 FJ Cruiser TT with stock BFG E-Rated Tires at around 55-65mph.

After 4 attempts at balancing the BFG Tires at different tire pressures (E-Rated required 46 psi and road like rocks), Toyota determined it was the damping spring in the steering that wasn't strong enough for the heavier E-Rated tires and Bling Rings (Marketing vs Engineering).

Toyota finally switched out the tires to lighter C Rated tires, and that fixed the problem for good. I also removed the bling rings.
