So recently I bought a 96 4runner. It has 200,000 miles and I have had an electrical issue come up. Battery went dead so I put a new one in and now I have no power to my dash, power Windows and my ac won't kick on. I tried changing fuses and had no luck it keeps blowing the same fuse. The turn fuse I believe. Any advice on where to start looking

When a fuse blows, it's telling you the circuit to investigate. I would look at your turn signal stalk first which is probably on that circuit. Disconnect it. See if the fuse stops blowing. The turn signal stalks often go bad.

Otherwise, you should get a wiring diagram and see what all devices are on that circuit. Disconnect them all and either add one by one until the fuse stops blowing or look for shorts at the device location.

None. Bone Stock. EXCEPT: Brushguard, tow hitch, both welded to the frame. It's good to have friends and a fully equipped garage!
Another possible option is the turn signals fixtures themselves. The wiring can wear and short to the chassis. Try pulling them off and inspecting not just the fixtures, but the wiring associated with them. Corrosion, dirt, etc. can have bad effects. Insulation can wear through to bare wire. Many possibilities.
While they're out of the truck, see if the fuse still blows. If not, just re-install one at a time, to try to isolate which one has the problem. Put one in, and the fuse blows, ta-da! You found where the trouble is. Then, you just have to figure out just what the trouble with that fixture might be.

There's a diagram from the FSM I have available to me. I hope it helps a little.
    Good luck!

Attach an OBD tool and see if there are any codes

I can't get it to throw me a code because the gauge won't work at all.
