How to fix tilt steering wheel that won't lock into position?

    99 4 Runner Limited - Mileneum Silver
    99 4 runner limited, all of a sudden the tilt steering wheel will not lock into place. Outside temps were below 0 last night, probably has no bearing on the issue, but thought I would mention it.

    Has anyone had to deal with this issue?

    *Note: that while working you should have the *negative battery cable removed*. You do not want to trigger the air bag or damage the electronics. With the negative cable removed you will not have a problem.

    Thanks for the advice, much appreciated, can't wait to look at when are temps get back up to something that is livable.

    upgraded suspension, large all terrain tires
    extreme cold weather temps, can sometimes bring out gremlins in many of our older 4runners...
