There is an adjuster on the hand brake and you use that adjuster if the hand brake travel is not right. It should be able to do ~ 10 clicks and since it is already doing that, I'd say the hand brake travel is OK. I believe a 2000 4runner also uses brake shoes in the back. Brake shoes adjust themselves automatically every time you put the car in reverse and drive in reverse for a few yards. If you're finding that the parking brake is not effective, it makes me wonder whether the adjuster inside the drum has gone bad or the brake assembly that engages the adjuster is worn beyond the service limit. You can certainly jack the rear and remove the drums to examine the adjuster screw as well as the condition of the shoes. If all is well it still makes me wonder why the automatic functionality is not working but anyway you can manually adjust the spacing between the shoes and the drum. Basically jack the rear and with the drum installed, look at it's rear. There should be a hole there (it may have a cover on it) and through that hole, you insert a flat screw driver to turn the adjuster one click at time. This action increase the separation between the two shoe halves and pushes them closer to the drum. One typically stops when there is a slight engagement between the shoe and the drum.

One after thought. Please wear a mask as there are a lot of brake dust inside the drums

I was told that these drums do NOT adjust when backing up. The FSM from TOYOTA I believe says to actuate the parking lever until things are adjusted. These Drums are not quite the same as all the others seem to be on old cars.

As the shoes rack during backing the adjustment should happen but you're correct that on some cars and 4Runner, the parking lever action should do that. In this instance I am stymied as to why the parking brake/backing are not doing their job so my reaction would be to go to the source. Inside the drum gets quite dusty and overtime with the compounding effects of heat and moisture the adjuster may become dysfunctional.
