2021 Steering Wheel Controls and Turn Signal Programming Question

Is it possible to reprogram/change settings for either the steering wheel controls or the turn signal on a 2021 4Runner?

I want the turn signal to flash 3 times when I push it just hard enough for it to come on (every other vehicle I've had that was a 2011 or later has had this, including a 2014 Corolla and 2018 Tacoma). Its not that big of a deal but I would like to have it.

Second, I would like the up and down buttons on the steering wheel controls (the ones that skip songs when connected to your phone) to seek to the next station while using the radio instead of going to the next preset.
