VVT Oil Control Solenoid question.

    I have a 2008 4Runner that I am getting the P0012 code on and have been trying to diagnose the problem. The solenoid is operating correctly and looking at the timing chain tensioner it still looks like there is plenty of adjustment in it. I tested the ohm rating on the solenoid and it was at 13.6. I was thinking this was high, but I can't seem to find the acceptable range for it anywhere, can anyone help me with this. It is the passenger side intake solenoid.
