Please make sure you get the right tranny fluid it’s regular old school Toyota Dex, NOT the IV and NOT the WS.. Just FYI...✌️

I had a '95. I had an issue with power consistency - it would crank and run just fine but lose power randomly (at low RPMs).
Have you checked your spark plugs, distributor, and MAF?

Not thrown any codes I haven’t checked spark plugs or distributor that’s the next thing I’ll check after I try the solenoids

What is the fuel pressure and how consistent is it when you change the engine speed? You said you ran it dry in the tank so guess what any sediment in there went for a ride through the strainer and into the fuel filter which is behind one of the torsion bar anchor housings and is a right pisser to remove which means it doesn't get changed as often as it probably should.

The auto trans and the ECM do swap some information so that might have something to do with the gear change and power loss but I am not super familiar with the automatic transmission equipped 4Runner's!

Check the #2 Vehicle Speed Sensor. That's on drivers side just above the gear selector input shaft. It tells the computer the input speed into the transmission and helps configure shift timing.
Let me tell you from experience that little sensor can convince your engine to do stupid stuff. Convince you and a good transmission mechanic that the tranny is fried. Check the Tps also.
