The VCS, Trac Off, and Check Engine lights come on and go off randomly. All three light up and all three go off at the same time, but does not affect performance at all. Has anyone had this issue before?

An air fuel ratio sensor can cause all thee lights to come on. Not sure if this is your problem or not however that is what was causing the issue on my 2002 4 runner 4x4 SR5. The charcoal canister vent solenoid can cause this problem as well however it is usually accompanied by a P0440 not a P0420. I hope this helps.
