1987 4Runner. Is the clutch fork boot supposed to hook into the clutch fork hole or just press up against it?

It seems if I put the foot of the boot
in the clutch fork hole it bunches up like the fit is wrong. Pic added.

The first large grove closest to the transmission should be inside the transmission. You need to clean the edges of the hole up - and the boot - and put the edge of the end of it back in.

I have tried it for an hour. No way this boot fits inside of that hole.
