All right... new to the 4Runner community, new to Toyotas and new to this issue.

So I got a very good deal on a 2004 4Runner I love the vehicle but there's one major issue, or what I believe to be major.

When I bought the vehicle the four wheel drive did not work no lights, no beeping nothing at all when you turn the dial.
The first thing I did was the obvious check the fuse. fuse was good but there was a plug hanging in thefuse panel. After investigating where the plug came from I figured out it was from the the diff lock button.
After plugging it back in the 4wd won't engage and the 4wd light doesn't come on, but now it beeps in 2wd and 4hi. The only way to get it to stop beeping is to put it in 4lo. I know these vehicles have issues with the actuator but after searching I can't find anyone that's had my issue.

So im very much hoping someone can shed some light on my situation before I spend 500 on an actuator.

Welcome to the site. Can you please post some more diagnostic information?

Can you drive the vehicle in 2WD?
When you turn the selector knob to H4, what happens? Can you drive the vehicle?
When you turn the selector knob to L4, what happens? Can you drive the vehicle?
When you depress the center diff lock button, what happens? Can you drive the vehicle?
When you depress the Downhill Assist Control (DAC) button, what happens?

Please explain what you see, hear and feel. Lights, beeps, grinding noise, squeaks, rattles, everything.

Scanners won't show any code in 4runners 4x4 computer. To make a diagnosis the only useful tool is a multi-meter.

These vehicles have two actuators, one for the front carrier and other for the transfer case. Before investing any money you have to diagnose which one is damaged.
