I think that something similar is in the works and will be mandatory on new cars soon. It will be based on swerving rather than a breathalyzer though.

More Kalifornia zaniness. I got a carbon credit on my natural gas bill. This credit encourages me to consume more natural gas.

That describes all large cities in CA.

As the well heeled "All Are Welcome" sign holders retreat further into the exurbs now that many suburbs can be described as such too, it is all done without any help from the so called fascists. Up road from me is a development where the average home price touches on 3 million, many homes with upper crust owners have these colorful signs up welcoming refugees and science. Funny, the only people of lesser means I see there are the landscapers and house cleaners, and after sun down you see armed security guards patrolling all night to make sure only those who belong there are there.

We should give SF and LA to Russia so they can have a taste of socialism.

You can’t tell the difference between an actual threat and figuratively speaking?
If someone tells you that “I will shoot you up to the moon”: is that a threat or a new career opportunity?

It depends on how you look at the data. The states with the largest populations certainly get most of the federal money (CA, NY, TX, FLA, PA). But if you look at how much a state relies on federal money, that is, the percentage of federal aid that makes up a state’s revenue, then Montana, New Mexico, Kentucky, Louisiana, and Alaska are the most dependent. In 2021.
